Leonard D. White, a government policy scholar, once observed that “the goal of public administration is the most efficient use of the resources available to public officials and employees.” Reasonable citizens understand that limited resources of money and personnel (which help control taxes) mean that public officials must make difficult choices between options and allocate resources in a responsible way that (hopefully) optimizes social good. It is generally accepted that not everyone gets everything they want or need.
