Immigration, Refugees and Citizenship Canada (IRCC) recently conducted the fourth Targeted Express Entry draw for French-speaking immigrants. The draw took place on September 27 and invited 500 candidates who demonstrated good command of French.

The minimum Comprehensive Ranking System (CRS) score for this drawing has seen a significant increase from 435 to 472 since the last draw took place on August 2, 2023. By adopting a targeted approach, the government aims to encourage a growing number of Francophones to create Express Entry profiles and seize opportunities in Canada.

Express entry targeted for French language proficiency

THE Express entry targeted for French-speaking immigrants is the only selection criterion by category which does not rely on professional experience as a decisive factor. Canada’s Minister of Immigration has set the goal of promoting the French language beyond borders that of Quebec borders. By prioritizing the invitation of French-speaking newcomers, Canada seeks to promote economic growth in regions outside Quebec through French-speaking immigration.

On May 31, Canadian Immigration Minister Sean Fraser made an announcement regarding the finalization of categories for category-based selection. These specific categories were formulated following the promulgation of Bill C-19 in the country’s parliament last June, which subsequently became law. The Minister of Immigration now has the power to invite newcomers based on particular attributes, such as language proficiency or work experience, rather than relying solely on the overall ranking system score global (CRS).

The categories chosen are as follows:

  • Mastery of the French language
  • Health professions
  • Occupations in science, technology, engineering and mathematics (STEM)
  • Skilled trades
  • Transportation occupations (including truck drivers)
  • Agriculture and agri-food professions

Applicants must also meet all eligibility requirements for one of three economic immigration programs: the Federal Skilled Worker ProgramTHE Canadian Experience Classor the Federal Skilled Trades Program.

IRCC aims to admit 82,880 new permanent residents through the Express Entry system by the end of 2023, a number expected to increase until 109,020 in 2024 and beyond 114,000 by 2025.
